It’s called insecurity and the PC gaming pool is getting less and less releases because of pirating and a smaller fanbase. I have a computer that can run Witcher 2 on Ultra settings but I pretty much only play games on my 360 because I have more games for that I want to play.

  Nope. Devs have this thing called a “test device” version of the console, usually sent by the console company itself. This “Test Device” is different version from the market-released console (has more slot/hub than the market-release, etc). When the dev build the game, we can build and directly test into the test device (which is connected to the developing PC). The coding itself is still done in the PC *obviously*.
