Actually, the statistics revealed that US bases and persons crime rate within the surrounding municipalities per capita of population is actually less than that of the local population, example being in okinawa.

Don’t believe me? look it up on japanese editorials about talking about morality of accusing americans of crimes when they turn a blind eye to local crimes.
