Well, it did sorta prevented the bus from straightly falling down to the road below hence killing at least 90% of the passengers inside. Things can actually be worse; I remembered one case on local news where the contractors were too cheap and slow to build proper guardrails that they just put cement blocks at the sides of the flyover.
