Hmm, I would’ve thought:
1. make it moe
2. make it more moe
3. repeat step 1&2 as necessary
4. when you think you’ve made it too moe it means it’s actually not moe enough
5. have no male characters (this takes important screen-time away from moe)
6. repeat step 3 as necessary
7. Unless it can be done in a very moe manner, do not make the plot or characters too intricate (they must be moe)
8.Beach episode (on an ocean of moe)
