I thought it was pretty easy to understand. Should go something like this:

Ancient Japanese people were plagued by a sea monster until it fell in love with a goddess. In actuality, both the sea dragon and goddess were aliens who fell in love and one of their offspring is the character Haru, as exemplified by his triangular halo, control over fish, and delcaration that he is in fact an alien. Our other main character — whose name escapes me atm — may or may not have a past relation to Haru, and is plagued by severe social anxiety. Regardless, he manages to make a group of friends, who grow closer to one another via fishing.
