I think the reason for Krillin being there is that when he was killed in DBZ he had already been revived once (the first dragon’s maximum) and therefore was considered permanently dead for quite some time before he was revived on Namek by their dragon, iirc.

Of course, he wasn’t the only one in that situation, so I’m not sure why Krillin’s was the most “heartrending.”
