Which is in line with what I said. Note that I explicitly mentioned private sector bans caused by lack of political will. The few smoking laws that are there apply to various public areas like busy streets* and such, but in most of Japan (as I mentioned) even there smoking is still legal.
* Which shows that outside is a relative term. While technically outside, when there isn't enough wind the air can get stagnant enough that smoke and exhaust are a real problem.

I'm sure there is an entire division in the japanese police to catch dangerous individuals like cross dressers, people who talk to girls, and suspicious people who look like otaku.
