It's not as cut & dry. The important thing in testing an ICBM booster is how it handles the weight of a warhead.

The satellite could easily be a prop that matches the exact weight & volume of a nuclear warhead.

If so then this launch gives them all the data they need for calibrating their rocket for the real thing.
