In Japan they usually hand out discount coupons at Hobby Stores, so many pre-order figures just to take advantage of that discount. Plus it's a somewhat high amount of money, so with these kind of early pre-orders you even give time to potential buyers to gather the money.
Doing this they ensure they'll sell well. J-List is just an expensive reseller tho, that figure is worth about 110 usd at Griffon's website.
