Goku in Dragonball Z is still based on the Monkey King in the Chinese myth Journey to the West who’s supposed to be Chinese or at least Asian. The alien part thing is an afterthought of the Akira Toriyama, the mangaka of Dragon Ball, for a sequel to DB, namely Dragon Ball Z.
