No, they don’t. The DMCA only states that the copyright holder can issue a takedown notice.
It doesn’t say that anyone else can just issue a random takedown notices; they have no legal standing whatsoever. In fact, in the US it is impossible for an unmandated individual or organisation (even the government) to file any sort of copyright claim or suit on behalf of someone else.
