  Nope, it is weird for a guy to approach a stranger girl and say she’s cute. I suppose its fine if he was trying to hit on her but given that she’s in middle school, he would have to be of similar or it could still be weird. I imagine Japan is less “casual” than America so it might be weird regardless of age. Not worthy of being reported but still pretty creepy.
