    Of course it’s normal behavior, people celebrate even the aniversary of some foods, or religion celebrates some fictional historic events, like christmas, or the death of kim yong-il, so Why we can’t celebrate the birthday of some characters?

    It’s not the police fault. The law is the problem. Police cannot do much until someone is hurt. In Japan and here in Germany it’s the same. What they can do is they can “scare” the stalker a bit. They explain then to the stalker that they know how to make people vanish. But that will mostly happened only if the police and the stalking victim are somehow related.
