You know, showing a penis in ecchi anime is actually pretty progressive. Traditionally in sexual situations they had to be censored even more than vaginas - invisible dicks, shadow dicks, tentacles, etc. This could lead to more liberal depiction of female genitals as well.
Actually, in the early days, it was pretty raw - early versions of some Cream Lemon OAVs were uncensored. In the 90s it was much more conservative than it is now; even in the lolita boom you didn't see as much loli as you do now. Most of the censorship now isn't Ishihara - it's marketing.
