One probably wouldn't find a more fad-based media society than Japan in the whole world. Maybe Korea and Taiwan might come close with the hyper-fast nature of the idol scenes in those nations to how soaps/drama/movies cycle in and out in extreme popularity then get phased out in a matter of weeks, etc etc.

Hm, I like all the characters on this list. But it's stupid to rate sexiness per character, because the way the character appears often changes from one episode to the next, depending on who is in charge of the storyboards, who is the director and the sakkan. They give work to 3rd party contractors who employ stressed underpaid animators and don't have the time to think about details. Then the girl will also be illustrated differently in promotional artwork because the character designer personally creates the artwork.
It even happens that I start to like a girl long after I watched a series because of of some doujin. For example I didn't really consider Mami as sexy when i watched Madoka, it doesn't exactly focus on fanservice. Then I found Amamami (Sample: http://seismicxcharge.com/blog/?p=104) and went completely nuts for her. I could now go on and write a full essay about what makes a character appealing and beautiful to me, but that would take forever.
TL;DR Version: An anime girl is not sexy by herself. It's the illustration that either makes her sexy or unappealing.
I can see what you mean. I recall being mostly passive on Asakura Ryouko my first time watching Haruhi. But after a bit of time viewing art galleries of her (especially her bunny outfit, damn), she's pretty much become my favorite girl from that series (it saddens me that she's also one of the only Haruhi characters whom hentai artists have neglected to draw anal of, with merely a couple of exceptions that I've found amongst her mass amounts of fanart).
On the subject of MadoMagi, I personally didn't see any of the girls in that kind of light at first, given the cutesy artstyle and the fact that they're all middle schoolers (though Mami definitely came close). However, some nicely-drawn doujinshi soon proved me wrong. ^^' I find myself especially partial to a set of Homura pics drawn by an artist named Oda Ken'ichi.
