Those things don’t really matter. there are NO blind people walking around outside alone in Chinese cities. Almost nothing in the country is handicap accessible. Those silly, unused tiles on sidewalks aside – blind people would be dead within minutes of walking around unaided in a Chinese city due to traffic and other hazards.

  The first one is pretty easy to explain. They were just too lazy (or they wanted to save budget / time), as if they wanted to place the tiles in a straight line, they would need to cut the normal tiles accordingly.
