Even the Chinese may by now be wondering what it is the people designing and building their cities have against blind people, as the “tactile paving” they provide at times looks more like it is intended to kill off the blind than lead them safely to their destination…

It's in russian, but photos speak for themselves. Blind person wouldn't survive a day in Moscow.

... To be honest, though, I didn't even know these blind tactile panels existed. First time I heard of it. Didn't see any in Atlanta; maybe didn't notice.
They aren't for people who see, thus hard to see?! D:
I am quite used to them, my home city (Eurofag here...) has used them for ages. In a way more intelligent way than this, of course. This just looks terrifying.
In America, the blind have dogs... In Russia, the blind have Vodka... in Tokyo, the blind have loli's.... In China however, they give you one of those fake dog leashes
No, I think it's more that we in the US don't even bother with this kind of stuff.
The ones in Tokyo get a larger panel block when there are stops, corners, and turns.
I personally just use them to separate myself from the people riding bicycles.

Actually, the problem for most of these examples is that the floor designer is using the tactile tiles as design elements, not as aids to the visually-impaired.

Nice to see Russians along with the Chinese applying techniques to improve the lifes of blind people.

The first one is pretty easy to explain. They were just too lazy (or they wanted to save budget / time), as if they wanted to place the tiles in a straight line, they would need to cut the normal tiles accordingly.
I don't even think the contractors, or whoever they have in-charge in doing these, know what's the main purpose of these tiles. Maybe they were more like "Oh wow, cool tiles! Let's just stick them on the pavements as patterns!"
Knowing where this is from,
it's because of:
cheap profit / cutting corners
ignorance / lack of moral
uneducated people
or any of above combined
The part where people cut corners for the disabled, mentally ill, animals, etc is troubling.
I don't want to say 'I told you so', but the modern world is going to hell because it truly revolves around money and people competing with eachother for the mere right to even live and survive.
People think these pictures are bad and all, but if you break a certain poverty line in Japan, you may as well stop living as far as the society is concerned. You're not only below trash, but a liability and a 'danger' according to some people. This world absolutely needs more compassion. It always did and sadly, it always will.

guide dogs are probably like those glasses in mission impossible. They explode after a set time after first use.
Those things don't really matter. there are NO blind people walking around outside alone in Chinese cities. Almost nothing in the country is handicap accessible. Those silly, unused tiles on sidewalks aside - blind people would be dead within minutes of walking around unaided in a Chinese city due to traffic and other hazards.
They'd be run over, twice...

The first three pictures look like whoever did that was trying to use them as some kind of "style" for the tiling. Not many helpful things in the world are pretty or cool or whatever.

It seems they mistook guidance type with hazard warning type pavement.
I bet some of the "tactical paving" is rigged with explosive mines(the non explosive mines are lookalikes stuffed with human hair and duck bills).

They have better sidewalks than the ones of my city, I give 'em that.
