Let's consider the extreme fantasies and the fact that she'll fantasize about ANY girl in school, and not just one "love interest".

Let's consider all the plotting and the great lengths she goes to make sure she gets some "alone time" with [insert random girl here] (even pretending to be a nurse to get their three sizes and "examine" them).

If she were a guy, she'd be a rather perverted one, just how she is as a girl. She gets in 99% of those situations on her own free will, and those that happen accidentally, she takes full advantage of. Not that things usually work out, of course, but it's the intention that counts.

I've heard Japan has a more relaxed view than the west on same-sex pairing in general, particularly in the girl-girl sense. (Feel to correct me if I'm mistaken.) The TVtropes article probably details my understanding of it as well as anything:

"The Japanese believe that young girls are expected to have friendships with each other that emulate boyfriend/girlfriend relationships. This is considered safer and temporary in a world where where virginity is highly valued at least concerning fictional characters and where a girl is believed to be incapable of taking away another girl's virginity.
