No it definitly happens in Europe, too.
It may not be that widespread (yet). But it happens. Although it seems that most of the times it’s because some parents like using their kids as dress-up dolls.
On that note, I think that it’s not definitly wrong, but depending on the situation. If the kids do it because their parents tell them to or they think they have to because of the media’s influence, it’s wrong. But if they just like it, so what, let them dress that way. (Although you may argue how someone usually (e.g. a child) comes to like a certain fashion style, if not because of direct or indirect influence of the media)
