But there are some miss understandings about Ishihara's censorship. He just said that under 18 would not be able to buy a manga with too much sex. It doesn't mean adults can't buy them, he meant to mean he would put more manga into X rated.

Aki Sora WAS NOT "banned".
it was canceled by its publisher who didn't want to deal with the new law.
a de facto banning, sure. but not technically a ban directly sanctioned by Ishihara's law.
Aki Sora's author even noted in theory it could have still been published as an adult title (thus it was not BANNED) if the powers that be (her publisher) was interested in pursuing that avenue, but apparently they weren't.
Ishihara's law is technically a reclassification to basically bump up the ratings of anything he feels like bumping up (the criteria is vague and the committee that handles it is filled with his disciples).
it in truth doesn't BAN anything.
however in actual practice it's leading to the cancellation of various series because the publishers don't want to deal with the problems a higher classification will cause (repackaging, changes to retailers, general lower sales of adult rated titles, etc etc).
so why is TLR (so far) surviving the whole situation?
probably because it has enough of a fanbase that its publisher is willing to deal with the trouble that Ishihara's law causes.
but smaller series with less of a following, like Aki Sora, will just get canceled instead.
