There's a lot more to bringing over the original audio than just thinking "Okay, let's offer both Japanese and English tracks." as you need to pay the voice actors again and if one of them refuses to let their work be relicensed, you're screwed.
Japanese seiyuu aren't paid royalties and certainly do not have the kind of rights which would let them stop something's publication. I expect the same is true of low level voice actors in the US.
Depends on the terms or the original agreement, if you think it has little international market value, you push for a low paying contract aimed at just japan. if you think it can sell elsewhere, you make sure the rights are secure from day0. this is why mangagamer failed, cause the original rights holder never got a contract that covers international markets.
A contract is a contract though. Unless their contract originally states the voice work they're doing may see global use, they'd need to (I would hope anyways) come up with a new contract for its usage elsewhere. Otherwise, the company could make a seiyuu record a bunch of unnecessary lines and then use it as they see fit.
While this is true, this also depends on the original contract agreement made between the individual voice acting agencies and the publisher.

I recently watched Canaan and DRRR for the first time and now I'm in love with Sawashiro's voice. There's no way I'd want to miss out on hearing her in a game like this. I don't want to miss Norio Wakamoto or Junko Minagawa in this either.

Gonna take a bit more, because Atlus decided to re-lipsynch everything so hackers are going to long way transplanting text rather than easy transplant voices, now just hope the lines actually match >_>.
There wont be an undubbed due to the PS3 being unhackable so you can't play the game. You either will have to Import the Japanese version or put up with the English Dub
lol, you been living under a rock? the PS3 is just as hackable as the xbox and wii. Catherine undub is in the works, but not using the USA catherine because it uses 3.66 firmware. Some guys out there are planning on transplanting the english text and subtitles from the usa version to the jap version.
The Xbox360 JTAG undub is already out.
overall, the PS3 is more hackable cause to date no one has cracked the MS file signing process. which is why the undub only works on JTAG systems.

Hacked PS3s only appeared in the market 5 years after it was released. Currently, no other console has a hack-proof record of 5 years.
The PS3s unhackability lead to the hacking of the PSN, because Sony took great measures to protect their intellectual property.
Sony and MS are just as protective for their products. It's just that Sony took the initiative to fight the hackers that they've been villainized by freeloader pirates.
