There are rules about what you can and cannot show on TV, the director might want to also censor some things even if the rules do not require it. Censoring using props is acceptable to me. So is censoring by selecting correct camera angles and making it so the offending body parts are not in the field of vision. The props are there, the camera is there, you can point it however you like. I do not like artificial censoring, like painting something over the offending body part during editing,
This is why I have problems with censoring in anime. If you do not want to show some girls panties, just do not "film" up her skirt instead of painting a penguin or whatever over it. Unless you want to make me believe that the girl walks with a picture of a penguin glued to her panties.
