Cowboy Bebop’s music might work well in the context of the anime, but it’s not really something I’d want to listen to on its own.

In any case, when it comes down to it, these top ten anime lists are a mix of…
1) How well the anime fits the list.
2) How popular the anime was.
3) How recently the anime aired.

A lot of anime have great soundtracks, but if they aren’t fresh in people’s memory, they aren’t going to get as many votes. Likewise, those anime with a larger viewership will obviously have an advantage, since they’ll have more potential votes. When it comes down to it, it’s more an issue with top ten lists in general than with any list in particular.
