That is possibly the real reason.
They always seemed bent on sweeping the homeless problem under the rug.
Plus the net cafes allow one to anonymously post things on the net.
Cracking down on piracy also is another reason.
But one can run a torrent app minimized.

Child prostitution is just the smoke cover they chose to use.

  I agree the police are just wanting more money and they’ll probably get it. Which is why I say the Japanese national police sometimes act more like a crime syndicate then a police force.   If they wish to do something about child prostitution this is not how to do it. All this will do is drive it elsewhere and punish people who may be innocent of any wrong doing. Instead they need do the following. First educate kids about the dangers of getting into prostitution. Second if they wish to catch real child predators they need to get off their lazy asses,go out in the field and perform some sting operations.

  How would that prevent it? They’d just move to seedy hotels and gas station restrooms. Plus child prostitution will still happen at the brothels they allow. If some seedy brothel was employing 14 year olds those same police would probably allow it if they are paid off. The police accept payoffs this alone means they don’t give a damn about the public.

  I think it’s due to differences in culture and how they are used. In the US net cafe’s are used for checking failbook and commiting piracy. In Japan netcafes are used for porn. The japanese still generally value privacy but some westerners are foolish as fuck here. It also should be noted the US has some of the highest incidents of identity theft and the open net cafe’s are probably a contributing factor.
