“I don’t know exactly but it’s normal blackish A4 copy paper. She seems to be cutting from there and backing with white copy paper.”

I know it's probably not but her work reminds me of wood block prints. Really nice work. I'm jealous of her having a mom that creative.
It's black paper, and she cuts out all the bits she wants to be white. Same principle as woodblock prints, really.
My mom can draw very well, but she thinks anime is disgusting >_< I begged her to draw anime stuff once and it was good, but she grossed herself out. So prejudiced...

i think whats most amazing is that these ARE NOT DRAWINGS but stencil cutouts...notice how all the black are joined together while the white parts have actually been cut out...

She knows how to use the automated vector-trace in Inkscape or Illustrator. Run that on an image, print the result, and cut it out of black paper (or use more ink to print it in black to start with, then cut it out). Easy-peasy. If you're slightly less lazy, you can manually clean up any parts the vector tracing algorithm mucks up, either in the program prior to printing or by hand when you cut the shapes out. If you're super lazy, you feed the vectors to a knife plotter.
This looks like some old Noir western comics.
From the looks of it, it looks like a form of Chinese paper cutting. You can wiki it or go to Youchoob to search a 'how to'. Probably a small pair of scissors or an X-ACTO ©. Good luck.
She must be some kind of designer, and work for years. She just like some anime. I didn't see anything "Fujoshi". One Piece, Aria, Gosick. Fujoshi? She just likes some animes...
