I understand what you're saying, but it only works if the parents raise their kids intuitively (99.999% of time a bad idea).

Children become what they observe. If they become "bad", it's the 'fault' of the parent(s) for not creating an ideal 'world' for the child to observe and learn a personality, ideals and information from. Behaviorism is generally correct.

I'm not saying the parent should play god and create some artificial learning environment here---what they should do is far less complicated. They should simply be able to demonstrate at their child's critical developmental ages (0-1,1-3,3-6,6-12 and 13-25) the kind of reactions towards situations and information THEY observe that the child can absorb and use to construct a positive, intelligent and enlightened world-view, personality and ideals.

This requires extensive mental strength, understanding and knowledge pertaining to psychology on the parents' behalf, but it's no less than their life's duty to provide exactly that + everything else they can for their children.

I can't help but feel queasy at the possibility a majority of them happen to range around the same age as tyciol. :\
