If you’re referring to the movie, its because perpetual brooding broken up with bits of combat does not make a movie deep. Oshii effectively gave Kusenagi a lobotomy, because that’s all the personality she had in the movie.

And BTW, I was a GitS fan long before the anime came out.

SAC on the other hand is actually good, and deserved to be on the list more than Evangelion did.
