Doesn’t building a nuclear power plant near the ocean provide the advantage of a large water supply? I know that sea water is not ideal for cooling reactors, but I assume that the reactor is located at the mouth of the river, meaning that when they use freshwater from the river to cool down the reactors (under normal operating conditions) the mildly radioactive D2O water can be dumped into the ocean to be diluted instead of putting it back into the river to contaminate the cities down-stream.
