So far no clear consensus has emerged, perhaps not surprising considering how similar they look…

I cant help but feel that the votes that go towards index is more a vote for the charater wearing the uniform rather than the design itself.
I would go for GOSICK and Index
I see too many these votes going for the most revealing uniforms or costumes, I have to agree with your votes, they are simply the most detailed (GOSICK) and/or realistic (index)

i rather like the freezing uniform, actually. the characters have surprisingly little difficulty of moving around in them, before and after any.. alterations. :3

I don't like Freezing, but I sure like the uniform design. Though the skirts ought to be an inch or two longer, imo.

I like the IS uniforms. They have a futuristic slightly militaristic, yet playful feel to them. :D
And Houki has a PONYTAIL!

Index's Tokiwadai uniform because it looks like a uniform. IMO there is a lot of really bad competition in this round that looks like stuff only anime cosplayers would wear.
