main problem would be that japan and russia are officially still at war.
I’d love to see them eventually replacing the F-15s with T-50s… but given the political circumstances Typhoons would be the most suitable and available choice as F4 interceptor replacement. (the British got radar lock in BVR on F22s in a recent mock battle [and were evenly matched in close range, even without TVN]… so they should be more than sufficient to cope with the less stealthy chinese designs.)
