I'm not even sure how could a heated toilet seat could explode under normal circumstances.
I know it can cause electrocution or even catch fire but there normally should not be anything that can explode unless someone was dumb enough to combine it with a composting toilet.

That or China's water is now so contaminated it can burn or it's somehow contaminated with natural gas.
I really think they need to check for gas contamination of the tap water in the region as it's probably the most plausible explanation.
