Unfortunately for anime fans, Japanese TV studios and even the earth itself hate anime and are conspiring to ruin the viewing experience of anyone too tight to buy the discs, having devised several methods of doing so even when the wickedness of human nudity is not involved…
Most of these are earthquake and tsunami warnings, in many cases for seismic events affecting areas hundreds or thousands of kilometres away, as well as helpful news headlines for those for whom changing the channel to watch the news is just too much effort.
Full Metal Alchemist fans were actually so annoyed they insisted on a rerun, and the offending stations apparently complied.

Wonder if they're being deliberate in smacking the kanji characters 提供 (literally "sponsors") right on the eyes of the characters.
Even when the said characters aren't even at the centre of the screen, those words just seem hell-bent in obscuring their eyes. LOL
I remember the Chile magnitude 8.0 earthquake coinciding with that FMA episode. Even the subbers were at a dilemma whether to go ahead with their releases as there were simply no raws then that did not have the annoying tsunami warning map on it.
Just remember Winry's under boobies. They really mess that one up.

Even if I could read Japanese it'd say the same thing, "blahblahblahblahblockinyershowblahblahblahblah". If I want to know about that stuff I'll flip on the news or weather. I watch cartoons to get away from the world, not have it knocking on my window saying "howdee" whenever the mood hits.
It'd be hilarious if another earthquake warning occurred during the rerun.
How dare they warn these people of problems that far away so they have time to prepare in the event something bad does happen. They should totally wait until the massive tsunami is only 1km from shore.

I hate it when you're watching something and they pop up an earthquake report about some pathetic little tremor on some distant Japanese island. Then they pop it up again a minute later. Then again. And so on.

Isn't the weather report thing something related to tsunamis or something ? Regardless, I don't understand at all why do they have to put it IN the stuff airing in television. Surely everyone in Japan were already aware of the problem, and didn't need something as annoying as this to ruin their anime/tv show.
.. I even read something about that the stupid tsunami report ( atleast with FMA ) wasn't there when the commercials started, and was only displayed on the actual program.. Isn't that kinda inverse of what they SHOULD have done ?

No, it's Udon. Japanese (though chinese in the first place -read history) style noodles. It's Yamasaki from the famous Batsu Game series. Funny guy. The Udon thing is a trademark of getting their asses kicked because it's so funny! :p
