Say what you will about QuickTime, but I was able to add the "rape filter" layer to ANY video! This works on the Mac... probably works on Windows but only with QuickTime Pro.
1. Open your video using QuickTime 7 Player. Use Window > Show Movie Properties. Select Video Track 1 and note the size of the video under Visual Settings.
2. Open the PNG file in QuickTime 7 Player. Select All then Copy.
3. Switch back to your video, select Edit > Add to Selection and Scale.
4. In the Movie Properties, select Video 2 -- the rape filter layer. Change the Transparency to Blend, then change the Display Size to match the video size. You may have to deselect "Preserve Aspect Ratio".
5. Play your video and enjoy!
Fuck proprietary software. ffdshow has a bitmap overlay feature that is much easier and more straightforward to set up than what you described, or you could do it with AviSynth. Both methods work with any DirectShow or AviSynth capable player (theoretically even on Linux under Wine). Many free and/or open source players can do something similar for sure.
