I only remember hearing Misaka being 2nd in Index or Railgun though, but reading around in the Index wiki a bit, it's apparent that the anime has only begun to scratch on the surface of the Index universe so far. Turns out the true 2nd level 5 really was the General Superintendent's backup plan too...

With this it's decided. I'll start reading the light novels as soon as possible.
