Hikaru (meaning “Light”) is Microsoft’s official mascot for its Flash clone Silverlight. Most notably, she is not intended for the Japanese market but for Taiwan.

Huh? I even have silverlight in my Nokia vS60 phone.
There's an official open source implementation called Moonlight. Silverlight works for Windows and Mac, but Moonlight is mostly aimed for Linux.

As for Silverlight, I don't use it and I haven't checked for a Linux version like Mono and the open source versions of .NET, but if it's less memory- and processor-intensive than Flash, I'll support it.

Microsoft gimmick is successful. It just made me go take a look at silverlight.

It's actually quite common for Chinese to use the word 小 (xiao) before given nickname (or name in this case) to make it seem more friendlier, thus it's called 小光. This is a common Taiwanese way of making names seem more friendlier, like how people would say 小明 (my friend's nickname) etc, especially if to seem cuter.
Thus, it's not surprising.

I have Silverlight on my computer... and get I still have no freaking clue what it does...
the Silverlight is just same as Flash. just a framework
If you watch Netflix then you are using it. I think it is more of a decryption DRM of flash.

it's meant to be for people already familiar with .NET to port their code for web applications as opposed to having to learn Flash coding especially if the software is to be integrated with more software relying on .NET
