Sexyness should just come from how sexy a character is... from the way they act, their style, the way they behave, the way they dress, etc. It has nothing to do with cup size.
That said, at least in anime, DFC girls are usually never the kind of characters that try to come off as having a sexy disposition. That's just the way it is.
Just look at a character's fan art - the type of character that comes off sexy, yes usually with larger breasts, gets mostly sexy fanart where they wear sexy lingerie and do sexy poses, etc, but characters like mio and other characters more on the moe/cute side get less of thar kind of fanart, dispite arguably getting fanart in greater abundance.
The confusing thing is now, these days there are a lot more characters with larger breasts (sometimes even the largest breasts) that don't have even the slightest bit of sexy aditude as they're not that kind of character. Perhapse they're supposed to be more like "motherly" figures I guess. They actually come off more cute than sexy. Thing is, if cute busty characters are coming up these days then so should sexy flat characters, right? Hmm.. maybe there is, like Nozomu from Kanokon maybe. Still, we find neither kind on the list here so maybe they're just not that popular. Maybe most loli and flat chest fans LIKE and WANT those girls to be innocent, cute, and non-sexy.

If nature thought boobs weren't sexy, it wouldn't have allowed most girls to have them. Boobs (and the usual female curves in general) are signals for us studs that the girl is healthy and sexually mature, or so say the scientists.
