A woman who pursued a sexual relationship with a 10-year-old boy faces 18 rape charges.
The 18-year-old Delaware woman is accused of having a three month sexual relationship with the 10-year-old son of her boyfriend.
Based on this police filed no less than 18 charges of first degree rape and one of continuous sexual abuse of a child against the woman.
The incident came to light when the boy reported the couple’s antics to a school counsellor during a discussion of his poor grades.

The demonstrative 'this' is used whilst no clear substansive has been provided. The noun 'police' follows as if indicating that the pronoun 'this' refers to 'police' when it is meant to (I think) refer to 'the length of the relationship'. The effect of this is confusion when reading the sentence.
To fix the broken quoted, it should read: 'Based on the length of their supposed relationship, police filed no less than 18 charges...'
