It's sadly because Illusion has terrible programmers. Their games have always demanded huge resources when everyone else has provided better graphics and frame rate.
The girls are detailed, yes. But the environments are insanely low poly, low texture, and small. It's unacceptable that they can't pull off even 30fps.

Longboobs are long also I'm not really sure how taxing of a benchmark this would be. I mean the water isn't even pixel shaded not to mention the world models and textures aren't super amazing when you turn the distance blur off.
