Her name is Doña Victorina, a native who is a European wannabe and she is the wife of Don Tiburcio de Espadaña, a quack doctor from the Spanish mainland.
Well, I'm glad to say that her character is very similar to every Filipinos who despise their own culture and race for a stupid reason.
Despite of all these, they still fail to become something 'foreign' just like weeaboos who couldn't pronounce and write Nihongo properly. =)
