Somehow, Index's design reminds me of Aeka Shiraki from Yume Miru Kusuri.
The girl in the last picture of Himegami comparison isn't her, the name of that character is Fukiyose Seiri and it's taken from Volume 12 of the light novel
Hint: Check the background.
They are not moeficated NOW they are more expressive look at Hamazura Shiage, Kaori Kanzaki(so hot) or Accelerator faces.
BTW is THE badass of this series together with William GARwell a.k.a Aqua of the Back.

generally speaking i would say the earliest designs were the best. less generic moe style.

The Index manga was drawn by Kiyotaka Haimura, same guy who did the character design for YMK.
I like Toma's design and character alot in the anime.
