Actually, no. Cutting is rarely a way to get attention, and the vast majority of cutters go to lenghts to hide that they are doing it.
The most common cause is lack of control in their lives.. i.e. their life is so dominated by other people that they feel the only thing the DO have the power to do is make themselves 'feel' by causing injury.
This is why you tend to see female cutters, often they have parents (read: father) who believes minor females are incapable of runing thier own life and thus micro-control them.

I began to cut myself two years ago because my girlfriend (gf as in "we kissed sometimes") did not want to know about me anymore. Pathetic. I wish someone would have kicked my ass then, or mentally supported me, both would have been fine by me. But I was alone with no friends, while it's not an excuse, I do think having someone to talk to about it would have helped a lot. Anyway. I learned it the wrong way.
But before I knew it, I was cutting myself every time I would feel down... until I tried to stop and found WHY I was doing it (I couldn't stand anymore not understanding it); the reason was really lame but new to me: burst releases of natural endorphins (Wiki about it).
I was no longer cutting myself because of "the mental pain", ~but because of pleasure.

Some because they can't outburst any other way (throwing things, hitting walls, making noise in general when they're angry or have problems ), others do because it just feels good. It really depends on the person, their reasons why.

I had a friend growing up who was in and out of mental hospitals because he'd go too far with the 'cutting', to where he'd have gaping gashes on his legs, his arms, his chest. He looked like he was spat out a lawnmower. He started it because of his home life, but continued from pure obsession about how the blade of a knife felt on his body. And when the knives were taken away, he did the same with his fingernails, lighters, anything he could get his hands on.
