No kidding. Shows like Ranma 1/2 would routinely have boobs on TV and it wasn't even an ecchi show, just a shonen comedy. Too bad this won't happen in force, but I think the reasonable thing to do here would be assume there's no panties to be seen, and buy something else if that's what you're after. After all, they're not on the TV version, so... why buy a disc on the promise that what's censored will be good? ARRR, fuck it. Fuck anime that's all mindless vapid fanservice pandering, and fuck the attempts to sell it on disc by not showing you jack on the TV broadcasts. They say the anime bubble is bursting, and I say good riddance. It's not like the medium will die - just some of the more retarded tropes hopefully.

in manga all is view from eye level not at low level that let us see the panties, like this :
