If this becomes a trend, every 2nd DVD/BluRay anime edition in 2010s will have "Training with (someone)" as extra content.
It would be one of the best trends in anime. Seeing all my favorite anime girls like this would definitely be a good thing. Hopefully more anime do this only including sexier outfits.

Sales of the second season are certainly down overall ( a drop of around 30%?), but sales for the DVD edition in particular are expectantly lower due to day-and-date availability of the Blu-Ray edition (which sold roughly double the amount of DVDs sold). So all hope is not necessarily lost for possible future seasons, but certainly it struggled when compared to new hot titles like Bakemonogatari.
If they added english subs to the DVD, im definately buying :D

Just over 5,000 when you count Blu-Ray + DVD. That's actually above average for a late-night anime, but not considered particularly "good". Original series averaged around 8,500/volume.
Maybe not a complete failure, but almost in the "continuation impossible" region. However, Horo sells a lot of other merchandise so I'm not sure about that...

No one seems to think that perhaps the reason the sales are low is because the Bluray costs $84 USD?
That's an insane amount of money for a single bluray. It better come with Horo for that, not just an animated copy.
I know that sounds crazy (and it is in many ways), but that's actually on-par or slightly below compared to the average prices for a 1-cour anime on Blu-Ray. The Blu-Ray boxset for the original series retailed for 33,600 Yen MSRP. By the time you add up the four volumes of the second season, it comes up to 33,939 Yen MSRP (so basically the same).
For comparison's sake, Bakemonogatari's Blu-Ray volumes cost between 7,350 and 8,400 Yen each (6 volumes = 47,250 Yen total), and K-On's volumes cost 7,980 Yen each (7 volumes = 55,860 Yen total). Both of these shows are selling in the multiple tens of thousands of copies per volume. But, of course, at these prices, the average fan won't be able to afford to buy all that many shows at once, so perhaps the real story here is that the Spice & Wolf sequel got overshadowed by other newer shows. If they lowered the prices, people would probably be able to buy more shows, but those once-in-a-blue-moon giant hits wouldn't make as much money. So they sort of keep the price expectation high all the time just waiting for the bit hit to come (so long as their bottom line doesn't "take the hit" before then).
