In Tenchi Muyo the three goddesses created multiple universes and can destroy them on a whim. Tenchi Masaki, the culmination of thousands of years of careful breeding done by them is according to the goddesses even more powerful than they are.
I can't imagine a being stronger as that. Tenchi Masaki could snuff out the complete top 10 above in a heartbeat.
The most powerful is the anti spiral leader from Gurren Lagaan.
Doraemon is a close second though.

Gohan's power (besides the "Mystic" form) is tied to his anger. The angrier he gets, the more powerful he can become.
Despite Tenchi's supposed abilities, Goku deserves to be at the top of the list. Before he could go Super Saiyan he could already destroy the planet. By the time He reached SSL4 he undoubtedly could have snuffed out the universe. The difference between Goku, the others on the list and Tenchi and his goddesses, is that those on the list demonstrated their abilities often, thus confirming what power they had as opposed to Tenchi, whose power seemed less than stunning throughout any Tenchi adaptations.

I agree that Tenchi is stronger than all on the list but he's not that great a fighter compared to the rest. If he got in a fight with Goku then he would lose before he could ever activate a light hawk wing.

That was all filler and the original anime pretty much ruined Gohan as being the strongest in the show like it was meant to be. If you watch Dragon Ball Kai you would see what it was meant to be since they have removed the filler.

Actually, Nanoha's power level was around 4.5 million and Fate's was around 4.7 million, if I remember the episode correctly.
Goku was 15 million as SSJ1 at the close of the Frieza Saga, and somewhere upwards of 245 billion toward the end of GT.
I'm fully aware of his power level. His statement was "No one else has a power level that is over 9,000". I was simply stating that they call them power levels in Nanoha and hers is indeed well above 9,000.

Touma would have a problem if someone with supernatural powers bring down a building on top of him.On the other hand Accelerator can deflect any attack, even physical ones.Its like rock,paper,scissors.

Doing my own take, and taking the limit of "one character from any given series), here's a haphazard take of my own (some of them are probably a little out of order):
1) Tenchi (kami form) from Tenchi Muyo. The Choushin destroyed a quarter of the galaxy with a direct clash, the Counteractor was killing one of them, and he stopped it. So either him, the Counteractor or Tokime would fit here.
2) Hild from Oh! My Goddess!
3) Okay, fine, Goku. DBZ/GT does some wierd things.
4) Alucard from Hellsing
5) Dark Schneider from Bastard!
6) Kenshiro.
... at this point I get bored and wander off.
If you really think about is the characters from Dragon Ball Z could destroy entire galaxies by the end of the cell saga. Freeza was able to destroy whole planets with 1 percent of his power and Goku was far more powerful then Freeza with SSJ1. By the end of the cell saga Gohan is at least several times more powerful then that. The reason why they don't destroy planets on a regular basis is because they have a high level of control over their power.
PS. I know a lot about DBZ because it was the first anime that I knew was an anime.

1. Suzumiya Haruhi (wipe out existence)
2. Gohan (in the original content is most powerful)
3. Goku and Vegeta (they are pretty close in power)
4. Lina Inverse (can destroy a world with the Gigaslave)
I forgot to mention that I am not counting side characters. This also only takes into account characters I know of and also the rest of the list would be much more difficult since it is hard to determine characters strength compared to each other when they can't destroy whole planets.

Captain planet...no, Yuuri from Kyou kara maou should be near the end of the top 10. Yet again it never was popular enough to be counted which is why there is no 4th season...so I made myself sad.
How about Alita/Gally from Battle Angel/Gunnm?
The series is still in motion with the "Last Order" storyline going further than the original series. Alita's nanotech (Imaginos) body combined with her fighting ability should make her a match for any on this list by far. I really liked how in the latest one one of her copies split off from her and developed a "Male" personality and fought a Jupiter upload character.
That manga has a lot of neat ideas, like "Cheating" on a battle game by adding power through a wormhole generator weapons can output far more power than the ordinary mass constraints would allow.
