IMHO, the law should be re-phrased to ban either:

a) ANYTHING sexually suggestive in clothing, or hell, any choice of clothing whatsoever for females at all. Put em in standard issue uniform.

b) ALL bitching rights about sexual harrassment are instantly forfeit. And punishable by law for trying. No lawsuits, no complaints, no starting conflicts, no spreading rumors, no legalized blackmail, etc. etc.
