A 14-year-old schoolboy has been arrested for child prostitution, after he paid $600 for sex with a 14-year-old schoolgirl in a public toilet.
The boy, a resident of Yokohama, used a BBS to arrange an encounter, posting “18, male. Kanagawa. Looking for a JC. I’m loaded so come,” with “JC” being the term for a middle-school girl in the well developed cant of schoolgirl prostitution.

Police got wind of this and arrested him on charges of child prostitution.
Of course, the girl of the same age who offered herself for sale faces no charges and keeps the cash.

I am aware that Japan’s legal system is a hybrid of European and American laws, but I fail to see how this case, as described, could pass any smell test.
There can be no charge of forcible rape. Only a charge of statutory rape can be sustained against the boy because of the girl's age.
Since the boy is also a minor of the same age as the girl, any legal consideration of one person manipulating the other seems extremely dubious. Further, the girl was the only party to materially benefit from their transaction.
I would be very interested to learn upon what legal framework these charges (and/or lack of charges) are based.
In my opinion, it takes an unconscionable perversity to maintain charges only against the boy and not the girl.

I know, when I was 11-13 I use to get only 20$ a week for allowance (which would take me an entire fucking school year to save for that much), and an additional 500$ for the summer, but my parents baught me shit all the time anyway to make up for their 6 figures annually. He probably was saving his allowance for maybe 2-3months.
The real reason why they are charging him with such a ridiculous sentence is because they do not have any other laws equipped to deal with this problem. He is a minor himself, and therefore should be punished according to laws attributed for minors.
