According the links posted by Chinese netizen, the family who lives in that particular apartment are so poor, they scavenge for garbage hence there's so much junk on the balcony and portruding out of another window. I did not catch any explanation of why the two girls were naked but after reading the two links, it almost bought tears to my eyes. Basically some members in the original forum decided to provided some sort of assistance to that family after they visited them.
The first link shows pictures and descriptions of their first visit. They speculated on the living conditions of the family which consisted of eating expired crackers as meals and homemade preserved vegetables (that green sludge look-alike). The vegetables that was on the floor has been rotten already and they taken from the supermarket where apparent no one wanted them. The other room was full of garbage that they have collected and the girls actually climb over that mountain to get to the outside balcony. The father shows the netizens his welfare identity document which enables him to receive 300 RMB a month from the government. The last few pictures shows the girl's textbooks and explains that the supplies that she uses are also scavenged from garbage.
The second link describes how these people decided to buy some necessities to give to the family. You can see people buying rice, vegetables, clothes and school supplies for the two girls as well as shoes. One of the captions says that after the netizens left the day before, the mother took the two daughters out to scavenge what they could from midnight to 7 AM that morning the netizens came back which is why you can see the girls were laying down looking exhausted. One netizen asked the elder daughter (one is 11, the other is 9 for you pedobears) what kind of books she liked to read and tell it to the person on the other end of the cellphone so that that person can buy it for her. The last few pictures show the mother in tears (presumably of gratitude).
Comments on the first link mostly consisted of disbelief, grief, and outrage at the conditions they were living in. The second link had many people saying they were touched by the actions taken by fellow netizens. One comment said that even if they (the family) gets no support from the government, they will receive the love and care from the Internet.

I have a deck on the lower level of my building. There are bushes and shrubbery surrounding it. I frequently go on it in the nude to have a cigarette. No one can see me and it's very enjoyable! Gives me a feeling of being free. I assume these girls feel the same way.

It's July or August and their in their own home, the nudity isn't so problematic. The rubbish accumulation is obviously some kind of Diogenes (Rubbish accumulation) syndrome on the part of one or both of the parents. Normally this happens to elderly people, so kids aren't involved. But it literally could happen anywhere.

those rubbish are not produced by them, it is actually "collected" by them from sources elsewhere, they go out at night around 2am and get back home with their loot at 5am. they kinda make their livings from the rubbish, by what means i really not sure. of course the "father" is also working and get paid....
some of the pics showed what they eat, rotten vegetable, and biscuits from their loot!!! yes, they eat vegetable and biscuits found in other ppl trash! i doubt only that is what they eat though. with the 300 yuan and some earning from the dad, they should at least can afford some healthy food.
