So how long do you think it would take for someone to make an english patch and release it internationally for download?

Dunno about English patch, but if the game turns out to be good, the place to look for such a project would be hongfire. Failing that you could always try and play it using AGTH and Translation Aggregator or ATLAS -- tools which can automagically machine-translate text in many games. Obviously machine TL is machine TL, and therefore a bit crap, but it's more than enough to enable die hard japanophiles play most PC Jap games, or at least preview it before an English patch is created.
