The proposed bills included fictional 2D characters. Infact one of Agnes Chan's images to promote her anti Lolicon crusade had her posing infront of a collage of "innocent" anime girls. This is a case of them trying to ban something by talking about something else and trying to keep people focused on that instead of what they're actually doing.
