The way the country is governed has nothing to do with death penalty. If some islamic countries will sentence you to death for a mere homosexual intercourse, Japan also has death penalty and will scarcely apply it, and only when human death is implied. And then, you can STILL contest your case and not die before another ten or twenty years (look at the AUM leader's case).
If you want to kill (or let somebody be killed) because it's cheaper then keeping him alive you are a murderer yourself for a kill based on greed implies murder. And anyways society should pay for the sins of every single man/woman because society is a major factor for such a regretable development.
But unfortunetly this disgusting "reasoning" is not the only reasoning behind the death penalty.
I can tell from what I have seen that in islamic countries some way of "eye for an eye tooth for a tooth" is held up when at the beginning of a trial the victims family can demand whatever punishment they feel appropiate in the order of "legal retribution"(and it seems so in the USA though family can't legally demand such redicoulus shit). But the death of a man can not cease the pain of for example the mother of this 11 year old boy and neither can the death of a hundred (and if it did there would be something wrong in the woman's head).
And some of those criminals -even murderers- can be reintegrated into society, of course neither china nor those middle-east-"countries" care if (I'm not sure about the USA for that matter)
Got to add that death penalty also fails frighten off criminals such as the one metioned in the article because no punishment frightens off people with motives like sexual desire. It is not like "oh jeah for life in prison I kill her/him but for death penalty I'll spare her/him".
Further more there is no lesson learned if you kill anybody. Nobody is going to respect the law more than he did before, some will fear it more but if they only fear the law they will go rogue as soon as they are sure it can not be enforced.
Another inconvenient side effect (apllies only to political motivated executions) may be the creation of a martyr. Nobody would pray to jesus if he had spent a life in prison instead of being nailed to the cross.

Please, no more. The ONLY thing that can make people stop doing horrible things is FEAR. If the punishment for a murder would be death by torture, for example, in 1 year, the murder rate would drop, because of fear. Don't give me this "they can be reformed" bullshit. In Romania, we hava a saying "lupul isi schimba blana, dar naravul ba". I mean "a wolf may change his appearance, but he will never change his ways". It's taken form a story where a wolf uses a magic flute to transform himself in a sheep. But even though he's a sheep, he would still eat other sheeps.
